Why Vanuatu:
Since gaining independence in 1980, Vanuatu has positioned itself as a reputable and forward-looking financial services centre. Moreover, Vanuatu is peaceful, staunchly independent, and offers a stable, business-friendly environment with:

- No personal income tax
- No capital gains or inheritance taxes
- British common law legal foundations
- Efficient offshore corporate registry
- A recognised and internationally respected Citizenship Program
As a developing nation seeking sustainable economic growth, Vanuatu chose not to impose personal or corporate income taxes on its citizens or businesses. Instead, it modelled its regulatory and fiscal framework on the world’s leading low-tax jurisdictions — including the Channel Islands, the Caribbean financial centres, Monaco, and Liechtenstein — creating a stable, internationally recognised environment for banking, corporate structuring, and cross-border financial services.
Trusted Advisor to Government and Industry
SCS Vanuatu’s leadership maintains long-standing relationships with senior government officials, policymakers, and regional business leaders. Through these connections, the firm has been engaged in advising on key national and regional development initiatives, contributing its expertise in finance, insurance, and infrastructure planning to support sustainable economic growth across the Pacific.
Regional Presence — Hong Kong & East Asia

Due to strong and increasing demand from clients throughout East and Southeast Asia, we have established a representative office in Hong Kong.
Citizenship can be obtained without the need to visit or reside in Vanuatu, and applications can be processed securely and remotely — including from Hong Kong. We also assist clients from Taiwan, Singapore, Malaysia, Thailand, Vietnam, Indonesia, Japan, and South Korea, and our senior advisors travel regularly throughout the regions to meet with propective clients and their local advisers, families, wealth managers, and corporate principals.
Confidential consultations are available by appointment at our Central, Hong Kong office.
Our Approach
We begin by understanding each client’s objectives, family circumstances, and long-term planning considerations. Once eligibility is confirmed, we conduct a private consultation to identify the most suitable citizenship pathway and outline the process.

We manage the due diligence (KYC) requirements, coordinate biometric registration, and oversee any necessary document certification and translations.
Our role continues beyond approval, including:
- Passport issuance coordination
- Company and trust establishment (if desired)
- Ongoing administrative or corporate support in Vanuatu
We act as your single point of contact, ensuring each stage is handled discreetly, securely, and efficiently.

If the required inquiries take materially longer or become significantly more complex than anticipated, an additional fee may be required. We always confirm the current fees and all applicable costs before any application is filed.
Our Approach to Due Diligence & Confidentiality
Reviewing legal documents and due diligence paperwork in a professional advisory setting — 法律支援

We are not investigators, detectives, or an enforcement agency. We do not go looking for matters that do not need to be looked for. Our role is to protect the integrity of the application process while remaining fully mindful of each applicant’s privacy, confidentiality, and personal circumstances.
If we identify an issue that may impede an application, we manage it discreetly through our legal division and our network of professional partners worldwide. Our objective is always the same: to ensure compliance with the requirements of the Vanuatu Citizenship process while safeguarding the applicant’s rights, interests, and legitimate expectations.
One of the strongest advantages of our approach is that all due diligence and KYC procedures are conducted through our legal resources, ensuring that the information provided is protected by legal professional privilege. This offers the highest level of confidentiality available in the Citizenship advisory industry.
Legal & Professional Support
The Vanuatu Citizenship Program is established under Chapter 112 of the Citizenship Act and implemented through Government Regulation No. 215 and related official directives. Where legal representation is required, we work closely with our affiliated legal services partner, Kastom VIP Legal (Vanuatu), who provide:
- Certified document preparation and notarisation
- Legal professional privilege protections
- Trusts, foundations, and corporate structuring
- Post-citizenship legal and administrative support
This ensures every application and related structure is prepared accurately and in full compliance with Vanuatu law.
